Ambassador Cruise Line Builds Niche Strategy for Expansion

A small line that started focused on the UK market, Ambassador Cruise Line is growing as a niche operation beyond the big lines that dominate the industry. It emerged last week that Ambassador is the previously unnamed buyer of Oceania Cruises’ Sirena, and it will be used to develop the German market following Ambassador’s expansion into France.

Norwegian Cruise Line Holdings had reported earlier the sale of the 30,000 gross ton cruise ship Sirena as part of a broader fleet modernization program and upgrades to Oceania Cruises. Built in 1999 as part of the ships for the now-defunct company Renaissance Cruises, Oceania was launched with two ships from the class and ultimately acquired four, with Sirena being the last to join the line in 2016. Sirena will continue to sail with Oceania through the spring of 2028 to complete previously published cruises.

In the earlier days of the passenger shipping and cruise industry, there was a group of companies that survived on secondhand vessels. The competition from the major lines and financial pressures, however, put many of these lines out of business. Indeed, Ambassador Cruise Line was started in 2021 as a successor to another firm, Cruise & Maritime Voyages (CMV), that had been following the strategy of smaller, second-hand cruise ships, but collapsed financially during the COVID-19 pandemic.

“When we launched Ambassador in 2021, we identified a clear gap in the market for an affordable quality cruise experience that was authentic, welcoming and accessible,” says CEO Christian Verhounig. “We set out to combine the traditions of classic cruising with the standards and expectations of today’s guests, and that philosophy remains fundamental to our success.”

Ambassador took some time to develop its niche in the UK, but today it highlights its operation as offering affordable, no-fly cruises. The line recently shifted to adult-only and says it is focused on the “silver market” (i.e. 50-plus).

It launched with one ship, a 70,000 gross ton vessel built in 1991 by Fincantieri for Princess Cruises, and, after several different operators had been in Australia for P&O before the COVID-19 pandemic. Today known as Ambience, she accommodates about 1,400 passengers and operates from London’s Tilbury Port. Ambassador added a second ship, a 1999-built vessel that started sailing for the line in 2023 as Ambition. It is 48,000 gross tons with accommodations for up to 1,200 passengers and sails from seven different UK ports.

Ambassador merged with a French cruise line, Compagnie Francaise de Croisière (CFC), in January 2025. The company had been launched with one ship, a 1992-built 55,000 gross ton ship that had been refitted for the French market as Renaissance. Accommodating up to 1,100 passengers, she is being used to expand Ambassador. As of September 15, the line was rebranded as Ambassador Croisiere and will continue to operate from France as well as a fly-cruise program in the Caribbean.

Verhounig explains the integration brought the businesses together under a single operational and strategic framework. He says it is strengthening the group’s financial resilience, commercial capability, and infrastructure through shared expertise, greater economies of scale and closer collaboration across its teams, while creating a scalable platform for further growth across Europe.

Ambassador Kreuzfahrten is the company’s next growth platform, a dedicated brand focused on the German market. Ambassador highlights that Germany is Europe’s largest source market for cruising, attracting more than 2.8 million cruise passengers annually. It is dominated by Carnival Corporation’s AIDA and the Royal Caribbean – TUI partnership Mein Schiff, but also has several niche and luxury operators.

Ambassador believes it can build a niche by offering its smaller ship, with luxury touches and an affordable price. The 670-passenger Sirena will become Ambella launching the new program in the summer season of 2028 from Bremerhaven and Kiel. It will be a German-speaking cruise offering 11 destination-focused cruises between May and September 2028 and two repositioning cruises.

“Entering Germany with Ambassador Kreuzfahrten is the next stage of that growth strategy,” says Verhounig. “We see a clear opportunity to offer German guests something distinctive: the intimacy and authenticity of a smaller ship, an exceptional adult-only experience and a product that combines tradition, service and destination discovery at an accessible price. For us, growth is about building a resilient European cruise business that delivers sustainable, long-term growth while remaining true to what made Ambassador successful in the first place.”

Ambassador has also made a unique side deal, taking over the position of another German operator. Starting in the fall of 2028, Ambella will operate seasonal winter charters for 10 years to the US-based Institute for Shipboard Education (ISE), a non-profit organization that administers the well-known Semester at Sea program.  Founded in 1962, it uses ships as floating campuses for extended educational cruises.

ISE had been looking for a new ship as its 10-year agreement with another German cruise ship, Deutschland (22,500 gross tons), is nearing its conclusion. The German cruise operator Phoenix Reisen ended its summer charter program on the vessel this year, but it is still slated to make two more winter world cruises as the World Discoverer for ISE. Ambassador picks up the model of the cruise ship in commercial operations in the summer and education in the winter.

Ambassador hints that it looks to further expand on its niche model. Verhounig says Ambassador’s ambition is to become Europe’s leading affordable, quality cruise line for the silver market.
