Seaward Services Inc. Awarded $26 Million Contract

Seaward Services Inc., New Albany, Ind., is proud to announce that the company is being awarded a $26,654,889 indefinite-delivery/indefinite-quantity contract incorporating firm-fixed price and cost-plus-fixed-fee provisions for the provision of vessels, supplies, equipment and services in support of the South Florida Ocean Measurement Facility (SFOMF) in Dania Beach, Fla.  

The Naval Surface Warfare Center Carderock Division’s South Florida Ocean Measurement Facility (SFOMF) is located on the south side of Port Everglades inlet in Fort Lauderdale, Florida. This site has housed an active, continuously operating Navy range for more than 50 years.  

SFOMF is a member of the Naval Sea Systems Command team and falls under the cognizance of the Naval Surface Warfare Center. SFOMF offers land, sea, and air test environments for use by government, private industry, and educational/institutional communities. This contract will provide materials, supplies, equipment, vessels, and services needed to efficiently and effectively operate and maintain the facility.  Data acquisition systems, offshore test range(s), underwater systems, boats, vehicles, and associated material and weight handling equipment used for testing.  Work will be performed in Dania Beach, Fla., and is expected to complete by September 2019.  Fiscal 2014 operations and maintenance, Navy funding in the amount of $95,000 will be obligated at time of award and will expire at the end of the current fiscal year.

Seaward Services has successfully supported ocean testing, range craft operation and maintenance, waterfront facilities operation and mobilization/demobilization requirements at SFOMF for the past twenty-three years. Mark Strout, project manager, has more than sixteen (16) years of experience in contract management and twenty (20) years in direct support of NAVSEA Laboratories, including NSWC and NUWC. The SFOMF offers land, sea, and air test environments in a natural laboratory setting for use by government, private industry, and the educational/research institution community.  The ocean test environment offers shallow-water, deep-water, and western boundary ocean current conditions in the Straits of Florida between southeastern Florida and the Bahamas, adjacent to the Miami Terrace.  This diverse ocean test environment also includes multiple bottom types, coral reef areas, fish habitats, and a no anchorage zone to protect underwater in-situ cabling and infrastructure.  Typical tests and trials at SFOMF include: underwater electromagnetic, magnetic, and electric signature measurements; acoustic signature measurements; air, surface and subsurface mine hunting vehicle testing: oceanographic research, corrosion research, acoustic and optical bathymetric survey tests, and radar signature tests.
