Salient Federal Solutions Appoints Charles Sowell as Senior Vice President for System & Software Engineering Solutions

Bringing Significant Leadership Experience in National Intelligence and Government-wide Policy to Head Up Company's Growing Emphasis on Intelligence, Homeland Security, and Law Enforcement

Salient Federal Solutions, Inc. (Salient), a leading provider of information technology, engineering, and intelligence analytic services to agencies in the intelligence, defense, homeland security, cyber security, and federal civilian markets, today announced the appointment of Charles Sowell as Senior Vice President of Salient Federal.

In this role, Sowell will be responsible for growth and contract execution for the System & Software Engineering Solutions (SSES) Group focused on the Intelligence Community, National Security, Homeland Security and Law Enforcement organizations. Sowell is a federal business industry veteran with more than two decades of experience in the intelligence community (IC) serving in positions from the tactical to national level in military, industry, and federal service. Sowell joins Salient from the Office of the Director of National Intelligence (ODNI) where he served in the Senior Executive Service (SES) as the Deputy Assistant Director for Special Security and as a senior advisor to the Director of National Intelligence (DNI). As a Senior National Intelligence Service officer, Sowell supported the DNI in his roles as head of the IC and as Security Executive Agent for U.S. Government personnel security matters.

Prior to his role in the government, Sowell was a Vice President at Orion Scientific Systems prior to its acquisition by SRA International, Inc. (SRA). At SRA, Sowell led a $30M organization supporting customers including CIA, DISA, FBI, NCIS, and USSTRATCOM. He brings more than 15 years of industry experience in mid-size companies building and leading profit and loss (P & L) organizations. Sowell is also a Navy Intelligence Officer with more than 24 years of active and reserve service.

Also while at ODNI, Sowell served as the Program Executive for the Joint Security Clearance and Suitability Process Reform Team, leading more than 50 transformational security clearance reform activities across the federal government. Prior to that, he served as the first Director of the Enterprise Programs Office within the Assistant Deputy Director of National Intelligence for Education and Training Integration and Collaboration (ADDNI ETIC) and the National Intelligence University.
