Stena Line’s Port of Gothenburg Terminal Relocation One Step Closer

The Port of Gothenburg has awarded NCC the contract for the design and implementation of Stena Line’s new terminal in the Port of Gothenburg. The agreement was signed on Tuesday and means that the next step can be taken in the work to realise the long-planned relocation and consolidation of Stena Line’s terminal operations in the port.

Stena Line’s planned move from central Gothenburg to the central port operation area Arendal is part of the port’s long-term development. By bringing together Stena Line’s Germany and Denmark services in the outer port area, adjacent to other port operations and existing logistics infrastructure, Stena Line will have better conditions for growing and developing its operations. At the same time, the land where the current terminals are located can be released for urban development.

The new terminal is expected to be taken into operation in 2031. The agreement signed by the Port of Gothenburg and NCC on Tuesday is an important step towards that goal.

“This is an important project for the Port of Gothenburg, for Stena Line and for the entire city. We are very pleased with the strong interest from the market, and in a highly competitive process NCC was the bidder that, overall, best met the requirements and thereby won the procurement. We now look forward to taking the next step together with NCC,” said Torbjörn Spetz, Head of Infrastructure at the Port of Gothenburg, as the agreement was signed at the Port of Gothenburg head office on Tuesday.

Stena Line looks forward to the next step, which will enable the shipping company to develop its operations in the long term with a new, modern terminal that can be adapted from the outset for the new, environmentally friendly vessels Stena Line has on order.

“The move to Arendal gives us good conditions for our continued transition and the opportunity to meet the needs of both freight customers and passengers. We therefore view the relocation as a whole very positively,” says Niclas Mårtensson, CEO of Stena Line.

The contract is a design-build contract in partnering. This means that the Port of Gothenburg and NCC will work closely together during the design phase to develop the facility’s design and cost.

The work is divided into the phases of planning, design and implementation. During the design phase in 2027, cost estimates will be prepared, which in turn will form the target cost and provide a more secure basis for the implementation phase.

The implementation phase requires that the cost falls within available funds and that an environmental permit is granted and becomes legally binding. The permit issue is being examined by the Land and Environment Court, and the outcome of the examination cannot be prejudged.

Facts: Scope of the contract

• Design of the future facility, with Sweco as design consultant.
• Preparation of cost estimates and target cost for the implementation phase.
• Upgrading of terminal areas and water and wastewater systems.
• Adaptation and refurbishment of existing berths in Arendal.
• Extension of a berth.
• Foundation works for new movable ramps.
• Installations for electricity and fibre.
• Construction of new perimeter protection around the facility, as well as security systems.

Indicative timeline

• Today: NCC is awarded the contract and planning continues.
• 2027: The terminal is designed and cost estimates are prepared.
• Beginning of 2028: The implementation phase can begin, provided that the environmental permit has become legally binding and that the cost estimate falls within available funds.
• 2031: Estimated start of operations for the new terminal.
