Lloyd's Register to Issues Documents of Compliance for US Coast Guard
Lloyd’s register has announced that the U.S. Coast Guard (USCG) has authorized them to act on their behalf in the issuance of Documents of Compliance for US-flagged vessels carrying dangerous goods. The move reflects the continued outsourcing of many of the responsibilities of the Homeland Security Department’s highest profile member. The Coast Guard’s mission has expanded significantly in the wake of the 9/11 attacks and its 40,000 members have been stretched to accomplish all of these missions.
Lloyd’s Register is one of the world’s major port state control authorities and this is not first such authorization received by Lloyd’s from the USCG. These include the ability to issue mobile offshore drilling unit (MODU) safety certificates and participation in the Alternate Compliance Program (ACP). ACP is a voluntary program available only through three classification societies. The program is designed to help owners, operators, designers and builders of US-flagged vessels to comply with USCG design and inspection requirements.
