TDC Security Alert: Lessons Learned From Plot to Attack Fort Dix, NJ
In a widely reported incident, the FBI recently filed a criminal complaint against 6 Muslim members of a terrorist cell that were planning an armed assault against US military personnel at FT Dix, NJ. While many details of the plot were reported in the open press, an analysis of the complaint provides an excellent example of the cell's methods of planning, surveillance and target selection that can be used by Company Security Officers (CSO) and Vessel Security Officers (VSO) and their associated crews / employees in anti-terrorism awareness training. Significant lessons learned from this incident include:
The cell consisted of like minded Jihadists who resided in the US/NJ legally and illegally. The plot appears to be "home grown" with little or no outside support. The Jihadists did receive motivation and tactical information from Jihadist websites and videos.
• The plot was initially reported to law enforcement authorities by a clerk in a video store who was "disturbed" when he noticed Jihadist training and slogans while transferring video copies of the cell's training to DVD's. This emphasizes the importance of reporting activity that appears terrorist related.
• The cell surveilled Ft Dix, NJ, Ft Monmouth, NJ, Dover AFB, DE. and a USCG building in Philadelphia Pa. in a pre-operational phase to determine the "softest" and best target to kill large numbers of personnel in an armed assault. It is important to note that Dover AFB was ruled out due to heavy security.
• Their surveillance techniques included drive by recon, acquiring maps and using cell phone cameras. They noted the use of cell phone cameras was less risky than video cameras and could be easily erased if caught. The selection of Ft Dix as the main target was made because one of the cell's members was familiar with the post since he delivered pizzas there and was very familiar with it.
• The cell also discussed the security and activities at NAEC Lakehurst, and Maquire AFB,NJ. Both adjacent to Ft Dix. Other targets included attacking the Army-Navy Game and two USN warships calling at Philadelphia in the next year.
• Much of the complaint dealt with the cell's efforts to obtain weapons both legally and illegally to be used in the attack. They conducted weapons training at an outdoor range in Eastern Pennsylvania and also used paintball facilities to hone their skills.
• The cell collected hand guns, shotguns, and semi-automatic assault weapons that was for training. They assault had ordered black market automatic AK-47 and M16 rifles, which they did not receive.
It impossible to determine if the cell would have successfully carried out their plot. An alert citizen and good investigative work prevented a potential attack. It is important to emphasize continued awareness training and reporting of suspicious activities is a critical component of safeguarding our personnel and nation. Many of our mariners directly support the mission of our nation's war against terror. Training and vigilance is key.
