The International Ship and Port Facility Security (ISPS) Code was adopted, along with other maritime security measures, at a Conference on Maritime Security held at IMO headquarters in London in December, 2002.
Unfortunately, not all of the ships or ports are in compliance, and of particularly concern is the lack of port compliance.
IMO Secretary-General Mr. Efthimios Mitropoulos has emphasized the need to ensure that shipping lanes, particularly those of strategic significance and importance, are kept open under all circumstances.
For details from the 39 Governments who responded to the ISPS compliance survey as of 0900 on June 21, 2004, see the International Maritime Organization report: http://www.imo.org/Newsroom/mainframe.asp?topic_id=892&doc_id=3666
