Rear Admiral Melissa Bert is Senior Maritime Counsel and Consultant for Lexpat Global Services. She is the former Chief Counsel and Judge Advocate General of the United States Coast Guard, a Proctor in Admiralty with the Maritime Law Association of the United States, and a Lifetime Member of the Council on Foreign Relations.
