MaritimeTV Interview: Dr. Cartner Weighs in on TWIC Program Delays

Dr. John A. C. Cartner, Managing Member of Cartner & Fiske, LLC speaks to MaritimeTV's Dave Gardy on the recent TWIC Program hearing. 

Last week the Committee on Transportation and Infrastructure, chaired by U.S. Rep. John L. Mica (R-FL), held a hearing to review the status of the Transportation Security Administration's (TSA) Transport Worker Indentification Credential (TWIC) program. During the hearing Mica was clearly frustrated with the continued delays to the program and insufficent responses for delays by TSA and the USCG. The program that was implemented by Congress a decade ago has yet to be implemented because of a lack of card readers. 

The TWIC program was designed to meet these requirements and do the following:

• Positively identify authorized individuals for secure access.
• Determine eligibility of individuals by conducting a security threat assessment.
• Ensure that unauthorized individuals are not able to defeat or compromise the system.
• Identify individuals that are permitted secure access but fail to subsequently maintain eligibility.
